insurance lapse and trouble with dmv

I got lapse in insurance

I contact DMV Raleigh office and inform  and advice question asked

If I going overseas and I am not driving vehicle did I need to keep car in garage and use insurance as is liability

I discuss with insurance company and reported  as I am not driving vehicle did I need to return license plate in dmv,he said no

I visited India during January15,2013 to april1,2013 and I keep my car in house garage  and is protected by ADT security system

I sign up automatic withdrew with all state insurance somehow they not set up in computer system and now I have to pay DMV

Can you waive penalty for me
